인기 없는 미국 대통령이 상원 의원을 통해 핵 군축 조약을 체결하려 하지만, 국민들이 그에게서 등을 돌렸다는 것을 발견한다. 해병대 대령 케이시는 합동 참모 본부에서 광범위한 인기를 얻고 있고, 2 년 안에 대통령 후보가 유력시 되는 스콧 장군이 그때까지 기다릴 계획 없다는 증거를 찾는다. 케이시는 정보를 가지고 대통령에게 간다. 그리고 신뢰의 확신이 서지 않는 양쪽과 음모의 망을 치기 시작하는데...
